DIN VDE 0100 basics for estimators

The clauses that most often turn into missed scope items — and how to avoid them without becoming a code lawyer.

Why this matters at bid time

DIN VDE 0100 is Germany's implementation of the international standard IEC 60364 — the master reference for low-voltage electrical installations in buildings. Every serious electrical bid you produce in Germany, Austria, or Switzerland leans on it, whether the tender document says so or not.

The trouble is not that estimators don't know the standard — it is that the clauses relevant to a given project are scattered across many parts (410, 430, 460, 540, 710, 720, and so on), and reading them all under bid deadline is not realistic.

How the standard is structured

DIN VDE 0100 is divided into parts, each of which covers a specific topic. For estimating, the ones that come up most often are:

  • Part 410 · Protection against electric shock — earthing, PE conductors, equipotential bonding.
  • Part 430 · Overcurrent protection — circuit breakers, fuses, cable sizing.
  • Part 460 · Isolation and switching — disconnectors, emergency stop.
  • Part 540 · Earthing arrangements — electrode specification, sizing.
  • Part 710 · Medical locations — critical for hospitals, clinics.
  • Part 718 · Public gathering places — schools, theatres, sport halls.

The clauses that bite

After reviewing bids from mid-size German electrical contractors, a small set of clauses appears again and again as the source of missed scope:

  • §411.3 (Part 410) — automatic disconnection of supply. Estimators regularly forget to itemise the earthing electrode and bonding conductors that make disconnection valid.
  • §534 (Part 534)— surge protective devices (SPDs) are now often required for public and commercial buildings, but many bids assume “the panel comes with them”.
  • §718 general— emergency lighting and escape route illumination is under-specified in specification text, and gets missed under the pretext that “the fire alarm scope is separate”.

Where bids leak scope

Three patterns keep repeating in the audits we've done with pilot customers:

  1. The specification says TN-S system but the estimator never itemises the earthing electrode, the PE conductor route, or the equipotential bonding.
  2. Emergency lighting is mentioned in the general conditions (Division 01) but never appears in the trade-specific Division 26 pricing.
  3. Fire alarm cabling is specified with segregation requirements that never make it into the cable schedule.
